I had the same problem with two different drives on two different systems:
NUC8i3 NUC8i5
Adding as a kernel parameter
nvme_core.default_ps_max_latency_us=1000 nvme_core.default_ps_max_latency_us=0
works either on Ubuntu 18.04.3 and Ubuntu 19.10.
